The Scotia-Glenville Central School District is seeking an exceptional educational leader for the probationary track position of Director of Pupil Personnel Services. This 12-month position involves overseeing the development, implementation, and evaluation of the K-12 PPS Program. The PPS Director oversees K-12 Special Education, Psychologists, Speech, Social Work, Guidance, and Nurses. The Director of PPS reports directly to the Superintendent and Assistant Superintendent for Curriculum and Instruction. Responsibilities: Provide strategic vision and direction for the programs of responsibility. Plans, implements, and evaluates district special education programs and related services. Plans for the professional growth of staff. Recruits, supervises and evaluates staff including the Committee on Special Education and Committee on Preschool Special Education Chairpersons, the Instructional Administrator for Special Education, special education teachers, speech and language therapists, school psychologists, school social workers, guidance counselors, school nurses, teaching assistants, teacher aides, department secretaries and contract related services staff. Manages the District crisis intervention training program (Therapeutic Crisis Intervention). Coordinates with District TCIS trainers to schedule and implement training for District staff. Serves as alternate chairperson of Committee on Special Education and Committee on Preschool Special Education Prepares Committee on Special Education Report to the Board of Education annually. Coordinates and supports the Department Chair of Guidance in overseeing, implementing, and evaluating the District Guidance Plan and report to the Board of Education annually. Prepares and submits the annual Federal IDEA 611 and 619 grants. Manage the grant funds. Plans the District’s Extended School Year Program (ESY). Hire staff, assign students to classrooms, communicate with parents, and collaborate with the Instructional Administrator for Special Education who supervises the ESY program. Secures contracts with providers of related services as per student IEPs for services not directly provided by the District. Represents the District at the monthly Capital Region BOCES special education meeting. Completes the STAC process for high-cost students. Coordinates with the District’s Business Official to update on expenditures and budget throughout the school year. Completes periodic reports required by the NYS Preschool/School Supportive Health Services program (Medicaid). Completes annual special education Data Warehouse reports (PD reports, VR reports). In collaboration with department secretaries, manages the District’s special education data systems (Frontline). Performs other duties / responsibilities as directed by the Superintendent. Maintain strong relationships with the community and stakeholders. Qualifications: New York State certification as a School District Leader (SDL) (Required) NYS teaching certificate in Special Education. (Preferred) Minimum of 3 years of building or district administrative experience. (Required) Minimum of 5 years of experience teaching Special Education, as a school psychologist, as a related service provider, or other area of expertise working with students with special needs (Required) Desired Qualities: Strong character, integrity, and cultural proficiency. Demonstrated ability to foster positive community relationships. Deft conflict resolution skill. Collaborative leadership style. Excellent communication skills. Expert understanding of the NYSED Continuum of Special Education services and MTSS. Familiarity with Professional Standards for Educational Leadership (PSEL) standards.
